Not only is there a ruling body of stuffy academics decreeing proper usage, but there are several. The Chicago Manual of Style is only one. MLA, APA, and AP are other codified styles. They contradict each other where they overlap, so there may as well not be any that apply to the whole English language. However, none of these style guides are ever applied to the whole language anyway; each style has a particular context it's applied to. You can thank (or blame) the AP for absent serial commas in most U.S. journalism.

"there’s no ruling body of stuffy academics assigned to keep things in shape."

Technically, there is. The Chicago Manual of Style covers stuff like this. The problem is that it changes every year.

I used to argue with my professors on parenthesis and punctuation.

When ending a sentence with a parenthetical statement, should you put the punctuation inside the parenthesis or outside?

My argument is that if you put the punctuation inside the parenthesis (like this.) This causes the sentence to be ended parenthetically.

Unfortunately the manual of style wavers on this issue. Sometimes it's perfectly fine to do that (and other times you should end the sentence properly).
